Should in be changed to on? In may be correctly used; it would depend on where one lives. Capitalization in "Incident" paragraphs

..outside the Boston Custom House... ...the steps of the Custom House... ...White on the custom house stairs... ...immediate area of the custom house... Capitalization is used twice in a row then the next two times it is not. Why is that?
