I'm not sure that the link to "steering" is supposed to go where it currently links to. Unfortunately, I'm not familiar enough with the Lisbon Strategy or Economics to know where it *should* be pointing.

How is Services Directive related to this article?

Answering the question: Service Directive is seen (especially by European Commission but not only) as a way of enhancing competitiveness which is one of the goals of Lisbon Strategy.

I think it's self-evident that it has not. As The Economist comments here [1]: 'as the deadline year arrives, not only has the EU palpably not overtaken America or Japan in the past decade, it has failed to meet a series of self-imposed targets within the strategy.'
